A Savage Mark II model with a heavy barrel.
Probably a BTVS one.
Will run you $250 or so.

Have a gunsmith cut it down and recrown the barrel. That's another $100-$150. Do not do this yourself, unless you are handy with a lathe. It has to be done right to maintain accuracy (Stress has to be relieved, yadda...)

The chinese copies of the harris at walmart for $40 are quite good. I think the company is ridge something or other?

Then, get any scope you want. For the remaining $300 or so, talk to Scott at LibertyOptics about the Vortex scopes. Ignore the prices on their website. Just call him. Glass is almost as good as Leupold, and half the price. Maybe not as sturdy, but it is going on a 22.

Rings, any will work. Millets, etc.

16 is indeed legal, but may get you a court date with due to an overzealous BATFE agent with a bent measuring rod. You'll very likely win in court, but do you want to? Just get it cut to 16.2-16.5 or so.
