Can't adjust the front sight on a Mosin-Nagant.?

I've tried letting some WD-40 soak in, and I've been putting a rag between the sight, and a punch I've been giving hard taps with a hammer. This isn't causing it to move. Should I just start hitting harder or do I have to order the Mosin-Nagant screw sight adjustment tool thing?
